Yes you can. Go to the pet shop, on the right you will see shelves with collars and other stuff. Click on it and you will come to the clothing shop for your pet! 

i think they do...its more like when admin wants to add clothing from the french game...thats where all our clothes come from...they get everything first then we get it it kinda bits

It depends on what else you are currently trying to achieve on the site.
For example, if you are furiously trying to increase your bimbo's IQ, then getting a pet probably isn't in your *best* interests.
They require cleaning, and play time, and each of these takes 30 minutes to complete, such with other 'stats'. They also need feeding like your bimbo does, so there is more money gone each day keeping them full.
They are super cute though and give you an additional 100 BA per day, and help to keep your bimbo happy, so I guess it really depends on if for you personally, the gains outweigh the risks.
I would love to have a pet, but with other goals to achieve I'm deciding to wait a while ^^;

I'm pretty sure you have to buy a litter box for it, and then use that when your pet needs 'cleaning'....or you can take it on a walk (you'll need to purchase a lead) and if it makes any mess your bimbo will clean it up ^^
