I'm having trouble initiating challenges...is this a website glitch or am I doing something wrong?  Also...I haven't won any from people who challenge me...what can I do?

Well if you had money and did the operation and the game took the money your goal should be achieved... But if not its a problem with the game.. My advise is to contact support...

Well the fashion victims have been changed to the top cred gamers... But you dont need to give cred to just them.. Any bimbo you like you can give cred and the goal will be achieved

Well what happens is that the higher you go the less people challenge you as the chances of them winning against you are less.. So you should be happy .. But if you wanted more challenges just post in the challenges pages or you can challenege people on the list
As for your other question well the game is designed in such a way everyone has to wait unfortunately.. Maybe they put the long training periods so that they had more time to do the higher levels since for the time being we have only 26... Just enjoy having goals for now since there are people who have no goals even...
To pass the time just join in the forums and start talking hehe thats what i do since i too have 25 days more to finish my training to pass my levle...

maybe you accidently clicked on something.. but if you havent contact support...thats the only thing you can do, but do make sure that you didnt buy anything

The "Fashion Victims" list is the "Top Cred Gamers"
You don't need to just give credit to them people, you could give credit to your friends, people you like on the forum etc.
Just click on their name, open their profile and give 1-5 Bimbo Cred
