Yes, you have to change your hair on the day you want to level up. In the meantime you could improve your IQ (library) and challenging (you need to have won 200 in a later goal).

No, you do operations only once during the whole game. When you will reach level 12 it will tell you that goal is achieved.

It has been said; many, MANY times: The goals for those levels above 20 are NOT discussed- they are secret and are only to be known once you reach them yourself.
