Actually, it was George Clinton, who served under Presidents Jefferson and Madison from 1805 until 1812.

It varies by breed, personality etc.. Physically a dog becomes sexually mature around 8 months or so. As far as calming down and acting like an adult, that's the part that varies. Some breeds act like puppies until they're over 2 years old. My dog, which is a mystery mix containing some kind of hound (she's tri-colored), took nearly 3 years to mature enough to stop chewing and acting like a puppy. She's 4 now and is your normal doggie. big_smile
